[Python] Question: Image Processing remove outer parts

Hi guys.I'm trying to use python to get the eye retina blood line but I unable to remove the outer line of eyeballs. Any idea how I can remove the outer circle of the eyeball? I tried few ways It is unable to all the circles because some circles are oval shapes.
