[Python] python - is there a command to move which merge folders but not overwrite files?

Web search found Python - Move and overwrite files and folders and I understand I can take an answer with tree walk from there and change overwriting to the opposite.

I wonder if any command from libraries can do what I need so I can use one line of code and improve runtime efficiency? From what I've seen os and shutil either do not merge folders or overwrite files too but maybe there are more options which I missed or there are more (hopefully not too obscure) libraries which do what I need. TIA
