[Python] Privite dicom tags meaming, and how to use it in 4d flow images

I have 4d flow images and I'm trying to process that with Python code. The DICOM files contain two tags, VelocityEncoding and VelocityEncodeScale. How should I compute the velocity value associated at each pixel?
