[Python] importerror: dll load failed while importing _casadi: the specified procedure could...

My Python app uses Cadquery, and Cadquery depends on the Casadi module, albeit not in any procedure that I need. My system is somehow misconfigured, although for all my efforts I cannot figure out what is wrong.

My application was running fine earlier this year, but after returning from an extended trip, I have been unable to restart my development.

I have followed every troubleshooting path that I can find, and the issue persists. I have:

1. set up a virtual environment (with venv) and installed (via pip) my dependencies. All seem to install correctly, including numpy, cadquery and several others.
2. Checked for and installed all MS redistributables
3. Run Dependency Walker (ie. "Dependencies.exe"), and verified that all of the casadi dependencies are in place
4. specifically added the casadi '/lib/site-packages' folder to the sys.path in my code with 'sys.path.append(r"C:\Accutils\ttc\Lib\site-packages\casadi")'

The error occurs either when trying "import casadi" or with "import cadquery".
