[Python] I need a way to stream a live video from my pc to an android device with python

So I have created a GUI using TKinter which automatically updates when specific stuff is detected on the pc screen. I need a way to transfer this updating GUI to an android device, but it must be an overlay so it can be viewed over other apps.

I have already had the Idea to capture the TKinter GUI as a videostream and then relay that over to my android via Flask, but I need a way to get this stream to act as an overlay on the actual android. Any help would be greatly appreciated.
