[Python] How can i make a hypervisor in python using ticks for CPU cores?

I had a idea to make a hypervisor using ticks simulating these CPU cores, which

is easier to run on the PC cause it would be lightweight.. But a issue i came across

is i dont think there is a example or anyone did it,

I looked it up hoping to see a hypervisor with tick timers, nothing!
