[Python] docker build: ERROR: failed to solve: python:3.9.1, I connected to vpn

I use vpn. Then when I want to do 'docker build', I met the error as follows

ERROR: failed to solve: python:3.9.1: failed to resolve source metadata for docker.io/library/python:3.9.1: failed to authorize: failed to fetch oauth token: Post "https://auth.docker.io/token": dial tcp [2a03:2880:f131:83:face:b00c:0:25de]:443: connectex: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.


Is this related to that I use vpn
