[Python] Deploy a python application to linux server that i developed on mac [duplicate]

I'm developing an application on my Mac that needs to be deployed to Linux-based servers. However, there are a few constraints:

In the E2 and production environments, downloading all the dependencies via pip isn't feasible due to network and security restrictions.

Docker is not available in the higher environments.

Given that PyInstaller doesn't support cross-platform executable creation and Docker can't be used, what alternatives do I have ?

Pyinstaller but it do not produces cross platform executable Docker but higher env do not have docker instaleld
