I have been trying many methods to force OKTA to prompt a user to input their PIN with their modal dialog. Only way so far is pull out the PIV card and reinsert. When the clear the user token and redirect, OKTA just automatically redirect the user back to the app with a new auth code without a PIN INPUT Dialog. Something needs to be cleared in the browser but have nto found a way yet.
