Nx: After Upgrading from 20 to 21 - Run builds the project every time without correct...

I'm currently upgrading my NX Repo (Angular 19, Capacitor) and i have with the run command.

In version 20:

nx build my-project --configuration=dev-local && nx run my-project:run:android


Nx builds the project correctly with the given config.

Now in version 21 the first command workds correctly with the given config, but the run command builds the whole project a second time but without the correct config.

I tried to pass the config, but it looks to me that this not possible.

Has anyone had the same issue?

Maybe it's an issue withe new NX DB-Cache, but i'm not sure
