Base on offset value how to change calendar in owl date time

Based on offset value how to change the calendar in Owl date time
We want to change the calendar date-time based on the custom timezone. also, I attached one screenshot there enter image description hereyou can see there are showing time but that times are sowing based on system but want set based on custom time zone that time zone are coming from the backend. offset value in string format ex: '-5:00'

by default, it is taking system time and date but we want based on the offset value

calendar value needs to change based on the offset value
