Angular 19: TypeError: ɵgetOrCreateAngularServerApp is not a function

I'm currently working on an Angular 19 project and encountered the following error in my terminal when running the application:

TypeError: ɵgetOrCreateAngularServerApp is not a function
at _AngularAppEngine.eval (D:\Programming\Projects\development\angular19\crud-exercise\.angular\cache\19.2.3\crud-exercise\vite\deps_ssr\chunk-DFJULMVP.js:11513:25)

I already tried removing my node_modules and package-lock.json, then reinstalling them, but I still encounter this error.

rm -rf node_modules package-lock.json
npm install
ng cache clean


Questions:

1. What causes the ɵgetOrCreateAngularServerApp is not a function error?
2. How can I resolve this issue when running Angular 19 with Vite and SSR?
